Indiana State Police have suspect in Delphi double homicide case

Arrest made for the murders of teens Abigail Williams and Liberty German
Carroll County – After an extensive investigation, the Delphi Double Homicide Task Force made an arrest for the murders of Abigail Williams and Liberty German.
Indiana State Police and the Carroll County Prosecutor made the announcement Monday at a press conference held in Delphi at the church where police held their first briefing following the discovery of the teens bodies 5 years and 8 months ago,.
On February 13, 2017, Williams and German were found slain where they had been hiking along the Monon High Bridge in Delphi, IN.
“While I know you are all expecting final details today concerning this arrest — today is not that day.” said ISP Superintendent Doug Carter. “This task force has worked diligently the last five and a half years to ensure this horrendous crime did not go unsolved.”
"We will not disclose the evidence that led to the charges," Carroll County Prosecutor Nicholas McLeland said. "The investigation is not closed and the tip line is still open. The judge has ordered us to seal the probable cause."
On Wednesday, October 26, 2022, detectives with the Delphi Double Homicide Task Force took Richard Allen, 50, from Delphi, into custody at the Indiana State Police Lafayette Post for the murders of Williams and German.
On Friday, October 28, 2022, Allen was formally charged with two counts of murder and transported to the White County Jail, where he is currently being held without bond.
It’s unusual to seal a probable cause, McLeland said. "We don't do it very often in all the cases that we handle here in Carroll County. We did it in this case because the investigation is still open, and while all cases are important, the nature of this case has some extra scrutiny with it. And so we – my office, me – felt it was important to seal those records."
CVS confirmed that Allen was an employee at its Delphi store and state records show he was a licensed pharmacy technician.
Prosecutor McLeland said Allen entered a primary plea of not guilty. A pretrial date has been set for January 13, 2023, and a trial date for March 20.
